Step Three: The Rollover

Click on the Rollover tab in the Slice Window.  This brings up the following screen.

Now, click on the icon to create a rollover frame.  A box with the word Over will appear.  Now, apply an effect to your image.  Note that only Effects (accessed from the Layer menu) will work with rollovers.
